e-TDS :- Features of new File Validation Utility (FVU) version 3.7

Key features of File Validation Utility (FVU) version 3.7
  • Section 80CCG: Section 80CCG has been incorporated for Form no. 24Q  Q4. Section code 80CCG is applicable for FY 2012-13 onwards. 

  • Section 80CCF: Quoting deduction under section 80CCF has been restricted to FY 2010-11 and 2011-12.

  • Relaxation of PAN validation: PAN compliance validation of 85% pertaining to deductees of section code 206CK (Form no. 27EQ) has been relaxed.

  • Applicability: FVU version 3.7 is applicable for quarterly TDS/TCS statements pertaining to FY 2010-11 onwards

  • FVU version 3.7 will be mandatory w.e.f May 26, 2013. Upto May 25, 2013 FVU version 3.6 and FVU version 3.7 will be applicable.

e-TDS :- New File Validation Utility Version 2.133

Friends   This new File Validation Utility (FVU) version 2.133 has been released for preparing statements up to Financial Year 2009-10.  This FVU will be mandatory w.e.f. 16th October, 2012. 

Key features of File Validation Utility (FVU) version 2.133
·         Import of challan file (.csi file): Import of challan file downloaded from the TIN website (Challan Status Inquiry) has been made mandatory at the time of validating the quarterly TDS/TCS statement, if the TDS/TCS is deposited through challan. This will be applicable in case of regular statement and for correction statement in the scenarios as below:
o   Update of challan (C2 correction).
o   Deductee/ Collectee and corresponding challan is updated (C3 correction).
o   Addition of challan (C9 Correction).
·         FVU version 2.133 will be mandatory w.e.f October 16, 2012. Upto October 15, 2012 FVU version 2.132 and FVU version 2.133 will be applicable.

  NSDL has released new File Validation Utility Version 3.6 for preparing tds/tcs statements for  Financial Year 2011-12 and onwards.   Some flags O and S have been inserted in it.  Main key features of FVU are given as under :-

·         Separate flag “O” has been incorporated for reporting salary details of “Super senior citizen” (individual above the age of 80 years) at Form no. 24Q. This categorization is applicable from FY 2011-12 onwards.
·         Separate flag “S” for categorizing software vendor transaction (as per ITD notification dated 21/2012) in Non salary TDS statements (Form 26Q – Section code 194J and 27Q –Section code 195). This categorization is applicable from FY 2012-13 onwards.
·         FVU version 3.6 will be mandatory w.e.f October 16, 2012. Upto October 15, 2012 FVU version 3.5 and FVU version 3.6 will be applicable.

e-tds/e-tcs -New NSDL RPU 2.8 with New FVU 3.4 and FVU 2.132

       NSDL has now provided new etds Return Preparation Utility (RPU) 2.8.  

Key features of NSDL Return Preparation Utility (RPU) version 2.8
  • Incorporated FVU: FVU version 3.4 and FVU version 2.132 are incorporated.
  • Relaxation in the validation for date of deduction, wherein the user can quote “Date of Deduction” beyond the quarter
Key features of File Validation Utility (FVU) version 3.4
  • FVU 3.4 will be applicable for quarterly TDS/TCS statements pertaining to FY 2010-11 onwards. 
  • Deductor can now quote the Date of deduction beyond the quarter. 
  • FVU version 3.4 will be applicable with immediate effect.

Key features of File Validation Utility (FVU) version 2.132
  • FVU 2.132 will be applicable for quarterly TDS/TCS statements (regular and correction) up to FY 2009-10. 
  • Deductor can now quote the Date of deduction beyond the quarter. 
  • FVU 2.132 will be applicable with immediate effect.

New NSDL RPU 2.7,New FVU 3.3,New FVU 2.131

NSDL has released New RPU Version 2.7 with New FVU version 3.3 and FVU version 2.131.   Through this RPU all original or correction returns w.e.f. financial year 2005-06 can be prepared.  Special feature in this RPU is that updation in all fields except Reason for Lower deduction/no deduction/ higher deduction /Threshold can be done having valid dedcutee PAN of the higher deduction deductee.  Key Features alonghwith download link is given below. 

Key features of NSDL Return Preparation Utility (RPU) version 2.7

  • Correction Statements: Mandatory to import consolidated file for validating the Correction statements. 
  • Incorporated FVU: FVU version 3.3 and FVU version 2.131 are incorporated. 
  • Higher deduction deductee record: For deductee records with valid deductee PAN where tax has been deducted, update is allowed on all fields of the deductee record, except for the column “Remarks (Reason for lower deduction/ no deduction/ higher deduction/ threshold)”.

Issuance of Lower/Nil TDS Certificate

Every finance professional are making estimated accounts of the company and based on that you can also prepare the estimated computation of total income assuming same adjustments as done for the previous year.

  • Determine the expected tax liability of the company
  • Determine the TDS deducted and advance tax paid till date and also determine the expected TDS on the revenue for the balance period of the financial year.
  • Based on the above, review the tax payable/ refundable periodically.
  • In case there is expected tax refundable for the company, the finance professional should not block this company’s fund in the hands of Income tax department for next 2-3 years and should apply for lower TDS application to the TDS department immediately.
  • For applying lower TDS certificate to the TD department, following documents are required to be submitted :

  1. Covering letter disclosing nature of business of the company, reason for company should get lower TDS certificate and also details of the party with their correct address & TAN.
  2. New Form 13
  3. Estimated financials & computation of Total Income
  4. Audited financials for the last 3 Years
  5. Tax Audit Report of the Last 3 Years
  6. Income tax return acknowledgment of last 3 Years
  7. E TDS return acknowledgment for last 2 years of all the 4 quarters.
  8. In case of any short payment of TDS in last 3 years, proof of the payment of TDS.
  9. Copy of application & certificate obtained for earlier years.
  10. No Dues Certificate from Your Assessing officer in respect of Income tax

  • After submitting the aforesaid application to the TDS department , the AO will review your documents and they may ask further queries & documents to satisfy that your company is eligible for getting the lower TDS certificate.
  • It must be noted that AO is not bound to issue TDS certificate, once the application had been filed. The AO issue the certificate based on the merit on case to case basis.
  • You must provide the correct TAN of all the parties for whom you want the TDS certificate as now a days, department are issuing only system generated certificate based on the TAN.
  • Further, from April 1, 2011 department are not issuing nil TDS certificate to anyone. Hence, you must apply only for lower TDS certificate only and must mention the lower rate as required.

How to open consolidated FVU file received by NSDL

Friends, Now a days consolidated FVU (File Validity Utility) files received by NSDL are not being importing in R.P.U. (Return Preparation Utility.)   When we found that file is not working , we feel  that there may be some problem in file.   But it is happening due to New File Format.   NSDL has changed New Format of consolidated file  without releasing NEW RPU.  On enquiry from NSDL, they have told that this file will be opened in forthcoming RPU and if you want to open this file in present RPU, a minor correction is required in consolidated fvu which is given as under 
  • Right Click on consolidated fvu and open with in Notepad. 
  • Add FVU 2.128 as shown in below line

  • Exit with using saving option.
  • Now Import consolidated TDS/TCS file

New Validation FVU version 3.0 and 2.129

              Yesterday, it was informed that NSDL has prepared New R.P.U. 2.2,  Now today, New FVU version 3.0 and Version 2.129 has been released.  FVU version 3.0 is for the validation of quarterly etds/etcs return for the Financial Year 2010-11 and onwards.  However FVU version 2.129 is for the validation of quarterly etds/etcs return upto Financial Year  2009-10. 


Key features of FVU 2.129 applicable for e-TDS/TCS statements (regular and correction) up to F.Y. 2009-10 are:

·         Validate statement (regular and correction) only upto FY 2009-10
·         No changes in the validations for e-TDS/TCS statements upto FY 2009-10 i.e., validation of FVU  version 2.128.
·         Further for validating e-TDS/TCS statement upto FY 2009-10 refer the table below:

Key features of FVU 3.0 applicable for e-TDS/TCS statements (regular and correction) pertaining to F.Y. 2010-11 onwards are:

·         Allowed to validate statement (regular and correction) pertaining to FY 2010-11 and onwards only.
·         Mandatory to quote valid PAN in case TDS is not at higher rate
·         Valid PAN to be quoted for Lower/No deduction of TDS.
·         No value to be quoted in PAN reference no. field of deductee details
·         For TDS/TCS deposited by book entry, 7 digit number generated by TIN for accepted Form 24G statement to quoted in BSR code field. This value will be provided by the Accounts Officer to the deductor.
·         For TDS/TCS deposited by book entry, 5 digit number generated by TIN for DDO record of accepted Form 24G statement will be quoted in Transfer voucher field. This value will be provided by the Accounts Officer to the deductor.
·         Transporter transaction where no deduction has been carried to marked separately as “T”. Flag “T” to be mentioned in the field for lower or no deduction at deductee detail.
·         Remarks for lower/no/higher deduction need to be populated irrespective of deductee mode (Add/Update/Delete) in case of correction statement.
·         Field for mobile no. of responsible person has been added.
·         Any one of the contact details of deductor/collector is mandatory:
o        Deductor/collector telephone no. along with STD code
o        Responsible person telephone no. along with STD code
o        Mobile no. responsible person
·         Mandatory to quote e-mail id of deductor/collector or responsible person.
·         For records marked with higher rate only below mentioned fields can be updated:
o        PAN
o        Amount of payment
o        Date of  payment
·         PAN compliance validation is discontinued for Form no. 24Q (95%) and 26Q (85%).
·         Further for validating e-TDS/TCS statement for FY 2010-11 and onwards refer the table below:

Correction in e-tds/e-tcs Return upto Financial Year 2009-10

  You will be surprised to know that only e-tds/e-tcs return for the Financial Year 2010-11 can be prepared through New NSDL RPU 2.2.  There is no option to section any other financial year.  Picture view is also available for more clarity.


      It means etds/etcs returns relating to upto F.Y. 2009-10 can not be prepare with this utility.  This complication has arise after releasing New FVU 2.129 or FVU 3.0.   But don't worry,  on discussion with NSDL it has found that they will issue new RPU earliest (may be in a week) to solve these issues.   Keeping in view these things, if you are going to prepare any correction / original return through NSDL software, you should wait till the new RPU is not released by NSDL.  Now, Correction returns prepared by NSDL RPU 1.8 relates prior to 1.10.2009 with fvu 2.126 will also be rejected by TIN.    It's validation is required with NEW FVU 2.129.

    As per already announced by NSDL that the New RPU will be provided on 09.10.2010.  RPU 2.2 has been published by NSDL on 09.10.2010 with New FVU 3.0.  Key features of New RPU version 2.2 are given as under :-

NSDL e-TDS/e-TCS Software

Friends, If you are using NSDL (National Securities Depository Limited) RPU 2.1 for creating e-tds/e-tcs return and going to prepare original or correction statement for the Financial Year 2010-11 or Assessment Year 2011-12, then you should wait upto 09th October 2010.  New R.P.U. for creating TDS/TCS return for F.Y. 2010-11 will be published upto 9/10/2010 as announced by NSDL on their website.    In case anyone prepare etds return with RPU 2.1, there may be lot of changes of rejection of fvu  while uploading by nodal center appointed by Income Tax Department.  Some more controls will be given in New R.P.U.  like as given as under :-
  • New fvu validation 2.129 or 3.0
  • 100% valid pan will be accepted
  • Higher rate of tax option selection ("C" marked in Lower/no Deduction coloumn_ will be provided in respect of  non availability of Pan in respect of   salary (24Q), non-salary (26Q) etc. 
  • Non deduction of tds on account of providing Pan Number of Transporter u/s 94C 
  • Limit of 95% in 24Q and 85% in 26Q regarding Pan compliance  will be discontinued.

Now, everyone knows that new fvu's version 2.129 and 3.0 are available for preparing/submitting etds/etcs return. Detail of major changes in new Fvu's can be viewed in below chart.  Some out of below list are too much important which should be read before preparing new etds/etcs return w.e.f. 2nd Quarter of the Financial Year 2010-11 or onwards.

Arithmetic Validation Failed (e-TDS /e-TCS return)

Friends,
               Today  I have visited office of Karvy Data Management Service Ltd for submission of e-tds/e-tcs return and found that my fvu file rejected by their computer system.  A  letter for Non- Acceptance Memo for e-TDS/e-TCS statements has also been handed over to me with Reason For Non-Acceptance saying the "Arithmetic Validation Failed".   On inquiry It is found that Karvey  has updated their system with new FVU 2.129 and FVU 3.0 SAM 5.55 whereas my fvu files were created by  latest NSDL R.P.U. version 2.1.   

          In this case, there may be the  following reasons for Non-acceptance of FVU remarked as "Arithmetic Validation Failed" :-
  1. Uploading system updated with new Fvu 2.129 or Fvu 3.0 SAM 5.55
  2. While creating fvu their were un-matched challans.  I mean to say that  you have deposited TDS/TCS on 6th October 2010 and trying to submit their return  on 6th or 7th Oct. 2010 which are not showning in challan status at www.tin-nsdl.com.   Finally, in new system, all TDS/TCS challan should be matched with the data available in  Challan Status with NSDL at the time of uploading. 
  3. Email address has not been entered while preparing e-tds/e-tcs return. 
  4. Contact Detail like as Phone Number etc. has not been added in etds/etcs return.
  5. In case of correction statement, creation of fvu from NSDL RPU 2.1 is not sufficient but validation of .txt file is also required either from new  fvu 2.129 (upto F.Y. 2009-10)  or fvu 3.0 ( for F.Y. 2010-11 and onwards)

How to View Data of FVU file in Excel

Friends,
               If you want to view data available in fvu file.  You can easily view it's data properly in excel .  Fvu file relates to etds/etcs.   It is generated with standard format with it's validation.  Some time we feel need to view the data available in fvu file.   If we click on fvu file and open  with Notepad, data looks like this which is difficult to view/study. 


The above data can not study easily or not readable.   To view the data follow the following steps as per given as under:

1)   Open Microsoft excel and choose file from location using option "Open File"
2)   Use delimited option as shown in below picture.

3)   Press Next and mark in box as "^" in other holding Shift + 6 as shown in below picture. 



4)  Now, press Next and Finish.   
5)  Save as file in Excel  format in other name. 

              In this way data can be easily viewed in excel and  use with copy and paste function as per our requirement.
